GeoCities gave millions of amateur "homesteaders" a free plot of web to build personal homepages, organized into themed neighborhoods. The signature look: a dark tiled starfield wallpaper repeating in tiny tiles, with neon web-safe text, animated "under construction" GIFs, rainbow dividers, and visitor counters.

This design system distills that loud, dense vernacular into reusable tokens — a near-black navy ground, pure saturated primaries for text and rules, Comic-style headings, and pixel-mono accents. It is maximalism by default: clutter is content, and ornament is celebration.
