This system takes that surface literally: chipped warm-orange porcelain enamel carrying blocky stenciled caps, set above utilitarian patterned wainscot. Nothing here is paper. The enamel and the tile ARE the ground — a frugal, state-issued everyday made into a design language: rigid grids, condensed lettering, worn institutional color.
