Each stamp carries a serial number bound to the holder's household file at the local ration board. No issuance without a name on record.

Allotments adjust by family size, age bracket, and essential labor status as classified by the War Manpower Commission.

Licensed merchants must surrender coupons at point of transaction. No exceptions, no extensions, no verbal authorizations accepted.

Expiration Enforces Discipline
Unused coupons void at the close of each ration period, preventing hoarding and keeping essential supply in active circulation.
