A field report on cheap paper, hard rules, and permanent attention in a city trained to obey.
ATTENTION IS THE FIRST ORDER
Last winter, I spent two weeks in Sector Four, measuring the notices pasted beside every lift. Each sheet used the same red bar, the same six words, and a date that moved forward while the message stayed still.
By March, residents had stopped reading the notices. They knew the paper by its pressure: black type pressed into gray stock, a warning stamped cleanly over yesterday’s instruction. The system did not need belief; it only needed compliance.
